Members of the Charter group for Public Accountability (HPV) endorse the starting points and governance principles set out in this Code.
The system of checks and balances in this Code constitutes the ideal model to be adhered to by each public service provider. In practice, the system cannot yet be universally implemented. There may be legal reasons to deviate from this Code. So 'Comply or explain' is therefore necessary.
However, the Code remains the guiding principle in our governance. As the Code focuses in its governance on what we do, providing public services.
In 2011 this Code has been updated to reflect change in insight and development in governance of public service providers.
